What is a Citizens' Panel?

The Citizens’ Panel is a group of up to 2,000 residents who have agreed to give their views on consultation topics throughout the year. Panel membership is broadly representative of the borough’s population to ensure that we hear a diverse range of voices.

By listening to a variety of local views, the Council can:

  • Gather opinions to reflect the views of different communities
  • Help ensure the high standards of Council services are maintained
  • Help identify resident priorities for improving life in Kensington and Chelsea
  • Reliably inform our decision-making process






The Citizens’ Panel helps us achieve our ambition to widen resident participation in local decision-making and gives us a real understanding of what our residents want. As a Council, we are committed to listening to a broad range of resident voices.
