Whether the Council should introduce a new zebra crossing, on Abbotsbury Road, by the North Abbotsbury entrance to Holland Park.

You said

We received 77 responses to the consultation.

Fifty responses (65 per cent) supported the proposal in full, believing that the proposal would increase safety and reduce speeds.

Six (eight per cent) supported the proposals in part and three of those also suggested an additional zebra crossing be implemented south of the proposal, by Holland Park’s ‘Ted’s Gate’ entrance.

Twenty-one (27 per cent) objected to the scheme believing that pedestrian crossing demand at the location is low and that the proposal would increase congestion and traffic on Abbotsbury Road.

We did

Following consideration of all the comments received, the Director of Highway and Regulatory Services has decided to proceed with the introduction of the zebra crossing on Abbotsbury Road, in the location proposed by the North Abbotsbury entrance to Holland Park.

The scheme will proceed to detailed design, and we will give formal notice of the zebra crossing prior to implementation. Following our consideration of any responses to the statutory notice, we hope to construct the crossing by the end of the 2026-27 financial year.

Overview

Please read the following information carefully before filling in our consultation survey, no later than 23:59 on Sunday 29 March 2026.

Enabling more walking is one of the Council’s transport objectives and helping to make it easier and safer for pedestrians to cross the road is an important step in meeting that objective. 

The Council receives many requests each year for new pedestrian crossings from residents across the borough. We review every request to determine which locations are feasible, then each year we assess which ones will provide the most benefit. The assessment considers various elements such as whether there have been any injury collisions at the location, how difficult it is for pedestrians to cross the road and how many people are likely to use the crossing. We then focus on delivering the sites that offer the most benefit to residents and visitors to the borough. 

This year, one of the sites where the Council is proposing to introduce a new zebra crossing is on Abbotsbury Road, near the Abbotsbury North entrance to Holland Park. The new crossing will be raised up to the same level as the footway, to make it easier for people to cross the road and to encourage drivers to slow down at the crossing.

The Lead Member for Environment and Planning, Councillor Johnny Thalassites, welcomes this proposal and looks forward to hearing residents’ views as part of the consultation.
