Overview

Kensington and Chelsea Council is striving to become a Greener, Safer and Fairer borough. To make the borough safer, each year we review the roads and junctions across the borough to see which ones have the poorest safety record and develop plans to make them safer.

One of the junctions we have identified is Collingham Road / Harrington Gardens / Collingham Gardens. Over the three years between 2021 and 2023 there were six injury collisions at the junction, two of which resulted in serious injuries to people riding bicycles. 

Having reviewed its collision record, we are proposing to replace the existing mini-roundabout with a new priority junction, which will still be raised to just below the level of the pavement, as now, to encourage drivers to slow down on all approaches to the junction. The priority at the junction would be for northbound (ie towards A4 Cromwell Road) and southbound traffic. Traffic travelling eastbound and westbound would give way.

Enabling more journeys on foot is also one of the Council’s objectives and helping to make it easier and safer for pedestrians to cross the road is an important step in meeting that objective. Following several requests from residents to improve pedestrian facilities at the junction, the proposed changes will include a new zebra crossing across the northern arm, Collingham Road. The pavements on all four arms of the junction will be widened, to reduce the crossing distance for pedestrians. The narrower road will mean we will also remove the pedestrian islands. 

The new zebra crossing will mean that the two pay by phone bays on the eastern side of Collingham Road will need to be reduced to one pay by phone bay.
