Elsham Road and Russell Road area – Bus and coach ban

Overview

The Council has introduced an experimental traffic order which prohibits all buses (including coaches) from entering Elsham Road, Fairfax Place, Holland Gardens, Russell Gardens and Russell Road (excluding any part of those roads that is a red route side road). The ban is intended to improve the amenities of the local area, in particular for residents, by restricting the use of these roads by buses and coaches.

The ban has been introduced following recent proposals in relation to using Russell Road as a potential school pick up/drop off location, which has resulted in concerns being raised by local residents.  

An exemption applies to buses following a diversion route approved by the Council or following either a scheduled or an unscheduled diversion route under instruction from Transport for London, and also to dial-a-ride buses, and Community Transport services.

We would like to hear your views on the experimental bus and coach ban, and all comments can be sent to trafficorders@rbkc.gov.uk by 19th February 2026, so that the Council can consider feedback received before considering whether or not a permanent ban should be proposed.
