Franklin's Row Improvements
Overview
Kensington and Chelsea Council is striving to become a Greener, Safer and Fairer borough. As part of improvements to Quietway 15, and in response to requests from residents to calm traffic, the Council is proposing improvements at the junctions of Franklin’s Row/Cheltenham Terrace/St Leonard’s Terrace and Franklin’s Row/Turk’s Row.
To encourage slower vehicle speeds, the proposals include introducing footway widening to narrow the carriageway and reduce crossing distances for pedestrians at the junctions of Franklin’s Row/Turk’s Row, and St Leonard’s Terrace/Franklin’s Row/Cheltenham Terrace. As an additional benefit of widening the footway, the proposals hope to introduce greening at the St Leonard’s Terrace/Franklin’s Row/Cheltenham Terrace junction.
To provide space for the wider footway on the corner of Franklin's Row/Cheltenham Terrace, some re-working of parking and loading will be required, amounting to loss of two Pay-by-Phone parking bays (a further statutory consultation will be undertaken on these changes to parking and loading in October).

The Council's Director for Highways and Regulatory Services will consider all the comments received, in consultation with Royal Hospital ward councillors and the Lead Member for Environment and Planning before deciding on whether to proceed.
