Following a successful application for Neighbourhood Community Infrastructure Levy (NCIL) funding by a local resident to introduce new trees along Grenville Place and Prince of Wales Terrace, the Council is now seeking views on the proposals.

A portion of the Community Infrastructure Levy (CIL) is to be spent on local priorities; this is called Neighbourhood CIL (NCIL). This is a fund the Council collects from developers and is required to be spent in consultation with local communities in each ward.

Queen’s Gate ward councillors Sam Mackover, Will Lane and Roberto Weeden-Sanz all supported the application and subsequently approved the proposal for consultation. They will consider the results of this consultation before taking a view on whether to proceed with the scheme.

The successful NCIL application requested new trees on four streets in Queen’s Gate ward. Two of those streets, Queen’s Gate Terrace and Elvaston Place, have recently had new trees pits constructed. Those works did not require any loss of parking. The proposals on Grenville Place and Prince of Wales Terrace will however impact parking bays, so the Council wishes to consult residents ahead of deciding whether to install the trees on these streets.

Tree planting proposals

The proposal is to introduce between four and six new trees along Grenville Place and four new trees along Prince of Wales Terrace. The trees will be planted in new tree pits located at the side of the road, within or at the end of the existing parking bays.

We are planning to plant the trees on Grenville Place along the western side of the road.

On Prince of Wales Terrace, we are proposing trees on both sides of the road, with two at the northern end and two at the southern end.

On Prince of Wales Terrace, the tree proposed on the northwest side of the street will be in a residents’ parking bay and will replace approximately two metres of the bay. The tree proposed on the northeast side of the street will be in a ‘pay by phone’ bay, which will mean the loss of one of the ‘pay by phone’ bays. The remaining nine ‘pay by phone’ bays will be remarked so they are slightly longer, making the best use of the spare kerbside space from the removed bay. The two trees at the southern end of Prince of Wales Terrace will be outside of the parking bays, on the single yellow line and white hatch road markings.

On Grenville Place, the northernmost tree will be in a residents’ parking bay (immediately south of the bike hangar). The tree pit will replace approximately two metres of residents’ parking. All the other trees will be outside of the parking bays, on the double yellow lines.

The ground underneath the footways is congested with utility service ducts and cables, so it’s not possible to plant the trees in the footway. The carriageway is the only area where we can fit in new trees along these roads.

We understand that some residents may wish to retain all existing parking along Grenville Place and Prince of Wales Terrace, but the loss of parking will be minimal, and we feel that the benefit to residents of the new trees will outweigh the slight reduction in parking.

We are carrying out some initial ground investigation works to ensure that the areas we are proposing the next trees are free from utility cables, so there may be some slight adjustments to the final locations of the trees, should we go ahead, depending on what the ground investigations reveal.
