Local Road Safety Scheme- Ledbury Road junction with Westbourne Grove
Feedback updated 30 Sep 2025
We asked
Whether the Council should replace the mini-roundabout junction with a priority junction, raised up to the level of the footway, and install a new zebra crossing on the northern arm of the junction, to improve the safety of the junction and make it easier to cross Ledbury Road.

We did
Following consideration of all the comments received from residents and councillors, the Executive Director of Environment and Neighbourhoods has decided to proceed with the road safety changes it consulted on at Ledbury Road / Westbourne Grove.
The scheme has proceeded to detailed design stage, and subject to approval from Westminster City Council and statutory consultation, we hope to start work at the junction in Spring 2026.
Overview
Kensington and Chelsea Council is striving to become a Greener, Safer and Fairer borough. To make the borough safer, each year we review the roads and junctions across the borough to see which ones have the poorest safety record and develop plans to make them safer.
One of the junctions we have identified is Ledbury Road / Westbourne Grove. Over the three years between 2021 and 2023 there were six personal injury collisions at the junction, three of which resulted in slight injuries to motorcyclists and one of which resulted in serious injury to a pedestrian.
We are proposing to replace the existing mini-roundabout with a new priority junction, which will be on a raised table to encourage drivers to slow down on all approaches to the junction. A raised table is where the road surface is raised to the level of the pavement. The priority at the junction would be along Westbourne Grove (with traffic on Ledbury Road giving way).
Enabling more journeys on foot is also one of the Council’s objectives and helping to make it easier and safer for pedestrians to cross the road is an important step in meeting that objective. Following several requests from residents to improve pedestrian facilities at the junction the proposed changes include a new zebra crossing across the northern arm of Ledbury Road.
The existing zebra crossing on the western arm of Westbourne Grove will be retained but we are proposing to widen the pavement to reduce the crossing distance. The narrower road will mean we’ll also remove the central pedestrian island.
The new zebra crossing will mean that the southern end of the residents parking bay on the western side of the northern arm Ledbury Road will need to be reduced by half a metre.
The junction is on the borough boundary between Kensington and Chelsea and Westminster, so we are working closely with Westminster City Council officers on these proposals.
The approximate position of the zebra crossing can be seen in the plan below.
