In preparing the Statement of Licensing Policy 2026-2031, we placed significant emphasis on the views and concerns raised during the 12 week consultation. Feedback received was carefully reviewed and played a crucial role in shaping key aspects of the policy, helping us to strike an appropriate balance between promoting a vibrant local economy and safeguarding the interests and wellbeing of the community. Overview

The Royal Borough of Kensington and Chelsea is currently consulting on its Statement of Licensing Policy. This policy outlines how the Licensing Act 2003 is implemented within the borough. The policy covers various licensed premises, including pubs, restaurants, clubs, and off-licences. The consultation aims to gather feedback from residents, businesses, and other stakeholders on the proposed changes to the policy. We are required to review and republish this policy every five years and this is now due, and we want to know what you think.

Much has changed since our last review.

Schemes for the protection of women and girls from violence on licenced premises need to be considered, as do appropriate training for staff focusing on reducing harm and vulnerability. Martyn's Law (Terrorism (Protection of Premises) Act 2025) requires public premises and events to consider how they would respond to a terrorist attack and take proportionate steps to reduce vulnerability.

With this revised statement of licensing policy, The Royal Borough of Kensington and Chelsea aims to be a model for other London boroughs that seek to rejuvenate their night-time economies while balancing the needs of residents. It also illustrates how, by carefully considering the existing densities of shops, restaurants, and transport networks across the borough, a well-managed and vibrant night-time economy can thrive, benefiting both residents and visitors alike.
