Whether the Council should create a Local Listed Building Consent Order (LLBCO) that would allow the installation of double-glazed sealed units within existing window frames, subject to certain conditions. The consented works would apply to all Grade II listed buildings within the Queen’s Gate, Pembridge, and Holland Park Conservation Areas. 

You said

We received responses from residents, heritage groups and statutory consultees. 

On the principle of creating a Local Listed Building Consent Order: 
26 respondents (79 per cent) agreed with the proposal, four (12 per cent) did not agree, and two (six per cent) had no opinion. 

On the scope of the Order (i.e. the buildings included): 
18 respondents (55 per cent) agreed with the scope, eight (24 per cent) did not agree, and four (12 per cent) had no opinion. 

On whether the proposed conditions were sufficient to ensure the works would protect the architectural and historic interest of the buildings: 
20 respondents (61 per cent) felt that the proposed conditions were sufficient, seven (21 per cent) did not, and three (nine per cent) had no opinion. 

On whether the Order should go further — for example, to allow alterations to window frames to accommodate thicker glazing: 
16 respondents (48 per cent) agreed, eight (24 per cent) did not agree, and six (18 per cent) had no opinion. 

We did

We received detailed and constructive feedback from Historic England, local residents, and organisations such as the Kensington Society. In response, the Council has: 

  • Added further information and clarification to the draft Order, 
  • Included additional appendices to support a clearer understanding of the scope and technical details of the proposals. 

Given that consultation feedback suggested that parts of the initial draft could be clearer, the Council has decided that it would be prudent to carry out a further round of consultation. This will ensure that all affected residents and stakeholders are fully informed about what is proposed and how it may impact them. 

Overview

The Council is consulting on a Local Listed Building Consent Order (LLBCO) for Grade II listed buildings in the Queen’s Gate, Pembridge, and Holland Park Conservation Areas. This measure would allow owners to install double-glazed windows within existing frames without needing individual listed building consent, provided specific conditions are met. The initiative aims to promote energy efficiency and reduce carbon emissions while protecting historic architecture.

The LLBCO would simplify the process for a five-year period and includes safeguards to ensure the changes respect the buildings' historic significance. The Council seeks feedback on whether the proposal maintains adequate protections for these heritage properties.

The consultation runs from 28 November 2024 to 23 January 2025.
