Overview

The Council is consulting on a Local Listed Building Consent Order (LLBCO) for Grade II listed buildings in the Queen’s Gate, Pembridge, and Holland Park Conservation Areas. This measure would allow owners to install double-glazed windows within existing frames without needing individual listed building consent, provided specific conditions are met. The initiative aims to promote energy efficiency and reduce carbon emissions while protecting historic architecture.

The LLBCO would simplify the process for a 5-year period and includes safeguards to ensure the changes respect the buildings' historic significance. The Council seeks feedback on whether the proposal maintains adequate protections for these heritage properties.

Please note that we consulted on this LLBCO at the beginning of 2025 (Click to connect to previous LLBCO or find link at the bottom of this page). After receiving helpful comments from a number of stakeholders including Historic England, we have done amendments to the draft order including additional information and explanation aimed at a better understanding of the proposals. As a result, we have decided to go out for another 6-week consultation.

The consultation runs from 9 October 2025 to 20 November 2025.
