What is a School Street?

We are asking what you think of our proposals regarding the introduction of a School Street closure outside Pembridge Hall School on Moscow Road and Wetherby School on Pembridge Square. A School Street is a road, or section of road, outside a school that becomes a pedestrian and cycle zone during the school's opening and/or closing times. These timed road closures aim to reduce congestion and poor air quality outside the school by preventing parents' vehicles from accessing the road to drop off children. Additionally, they make the area outside the school safer and can make it easier for families to choose more sustainable modes of travel. Residents living within the zone are still able to access the road with their vehicles at all times by applying for an exemption. What is proposed for Pembridge Square and Moscow Road?

The proposed operating time for the road closure is 8am – 9am Monday to Friday during the school term and public holidays.  It will not operate during the school holidays. The changes are being proposed to help relieve the concentration of parents’ vehicles dropping off children and reduce the impact this can have on residents living closest to the schools.

Vehicles will not be able to enter the School Street during this time unless they have been given an exemption. Residents who reside within the closed section of Pembridge Square and Moscow Road will be able to register for an exemption.  Blue and Purple Badge holders would be exempt without requiring to register for an exemption.

Parents wishing to continue to drive children to school will be required to park in a nearby residents’ bay (permit required) or pay and display bay and walk their children to the school gates.

If implemented, we are proposing to begin the scheme at the beginning of the new school year in September 2025.

Physical barriers will be used from 8am - 9am to prevent vehicles from entering the closed street and the schools will staff these. Signs will be placed at the relevant junctions as the above map indicates. These signs will display key information about when the scheme is in operation. Satellite navigation system operators will be informed of the changes if implemented.
