Overview

The proposals aim to increase visibility for all road users, and create a waiting space for cyclists to facilitate contra-flow (two-way) cycling in this one-way section of Pavilion Road.

The proposed changes are: 

A)    Conversion of 10 metres (33ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) to double yellow line, outside the flank wall of No. 59 Cadogan Square, situated in Pavilion Road.

B)    Conversion of a pay-by-phone visitor parking bay (hours of control Monday to Saturday 8.30am to 6.30pm, maximum stay 2 hours) to five metres (16ft) of double yellow lines outside the flank wall of No. 105 Cadogan Gardens, situated in Pavilion Road. 

C)    Conversion of 10.5 metres (34ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) to double yellow line, outside No. 105 Cadogan Gardens, and at the junction of Cadogan Gardens and Pavilion Road, situated in Pavilion Road.

D)    Conversion of 47 metres (154ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) to double yellow line, outside the flank wall of No. 107 Cadogan Gardens and outside the flank wall of No. 3 Cadogan Gate, both situated in Pavilion Road, and at the junction of Cadogan Gardens and Pavilion Road.

The proposal would result in the loss of one pay-by-phone visitor parking space, which had occupancy levels of 100 per cent percent during weekday afternoons in the most recent occupancy survey in September 2018.

However, the nearby bank of pay-by-phone visitor parking spaces opposite 105 Cadogan Gardens has space for five cars, with average occupancy levels of 80 per cent during the weekday daytime (one space free) and the bank outside the flank wall of 113 Cadogan Gardens, situated in Pavilion Road has space for three cars, with average occupancy levels of 66 per cent during the weekday daytime (one space free) These are all within 35 metres of the bay that would be converted to double yellow line, and therefore the loss of one visitor parking space should not adversely affect visitors’ ability to park in the vicinity.
