Overview

Kensington and Chelsea Council is considering proposals to widen the pavements around Sloane Square, with funding for the changes provided by Cadogan. Through minimal intervention, we aim to create an improved pedestrian experience and a welcoming environment for everyone who lives, works, or visits Sloane Square.

Thousands of people pass through Sloane Square every day, utilising it for various purposes. Whether as a gateway to the public transport network, a destination for dining and shopping, or a thoroughfare, Sloane Square plays a vital role in the daily life of Chelsea.

Areas for improvement

While much of Sloane Square functions well, certain areas experience uncomfortably high numbers of people moving through at once. This often necessitates the use of informal crossing points, which can impede vehicle movements, create navigation challenges, and make pavements feel too crowded at peak times.

Our proposals

We're seeking to address Sloane Square's current challenges through targeted enhancements, ensuring minimal disruption to local businesses and residents.

Our proposals are centred around five principles:

  1. Widen pavements
  2. Realign pedestrian crossings
  3. Reduce street clutter
  4. Reuse materials from Sloane Street
  5. Ensure traffic flow is not impacted

Project Vision and Community Benefits

  1. What is the vision for Sloane Square?

The vision is to make the Square more welcoming and comfortable for pedestrians while keeping traffic flowing smoothly.

  1. What are the expected benefits of the Sloane Square Public Realm project?

The project will make the square more enjoyable for walkers, improve access for everyone, and keep the square's charm as a bustling community hub.

  1. What are the current challenges of Sloane Square?

While much of Sloane Square functions well, certain areas experience uncomfortably high numbers of people moving through at once. This often necessitates the use of informal crossing points, which can impede vehicle movements, create navigation challenges, and make pavements feel too crowded at peak times.

  1. Will there be a planning application submitted?

The proposals for Sloane Square are not subject to a planning application, as they fall within the scope of permitted development rights for highway works by the local authority. The project will require a Key Decision by the Cabinet Member for Transport, Environment and Planning at Kensington and Chelsea Council, who will consider the feedback from the public consultation and the technical assessments before making a final decision.

  1. How will the project impact pedestrian and vehicular traffic?

The proposals will increase pedestrian space without affecting vehicular capacity. Pedestrians currently navigate narrow pavements alongside an expansive carriageway dominated by vehicles. The proposals will widen the pavements while ensuring the existing traffic lanes flow smoothly, without any adverse impact.

  1. Will there be any changes to public transport routes or stops upon completion?

No changes to bus routes or stops have been considered, but there will no impact to traffic capacity and vehicle movement.  

  1. How will the construction works be managed?

Construction work will be carefully sequenced, and will include robust traffic management, to ease the impact on vehicles. Local businesses and residents will be kept updated throughout the construction process.  

  1. Will there be any temporary relocations of bus stops or taxi stands during construction?

Yes, the construction phasing is yet to be finalised in detail, but to construct the extended pavements there will be times when temporary relocations are required for both bus stops, and taxi stands.

The bus stop on Sloane Square (Stop H), the stop on Symons Street (Stop B) and the stop on Cliveden Place (Stop D) are all likely to be affected for times during the works. Any temporary bus stop changes will be advertised in advance. For taxi stands, the stands on the northern edge of the square will need to be temporarily suspended while work is caried out in that area. The stand on the southern side of the square may need suspension during periods of the works to allow working space for the construction works.

  1. What is the timeline be for the project’s completion?

The consultation period with the local community and businesses closes in October 2024. Feedback from the public will subsequently be reviewed by RBKC ahead of a decision by the Lead Cabinet Member which is anticipated to happen in autumn this year. If approved, Cadogan would then look to progress construction work in 2025, with a view to completing this within the year.

  1. How is the project being funded?

The project is being funded by the Cadogan Estate and delivered by Kensington and Chelsea Council, who are working together to improve the area.
