What is a School Street?
A School Street is a road, or section of road, outside a school that becomes a pedestrian and cycle zone during the school's opening and/or closing times. These timed road closures aim to reduce congestion and poor air quality outside the school by preventing parents' vehicles from accessing the road to drop off children. Additionally, they make the area outside the school safer and can make it easier for families to choose more sustainable modes of travel. Residents living within the zone are still able to access the road with their vehicles at all times by applying for an exemption. What is proposed for St Alban's Grove?
The proposed new School Street will be in St Albans Grove, where Thomas’s Kensington School is relocating. Consulting on a School Street closure is a condition of the Planning consent because of resident and officer concerns about the impact of parents dropping off children. The proposed closure would be between the junctions of Victoria Road and Stanford Road. The proposed operating time for the road closure is 8.00am to 8.45am and 3.15pm to 4.00pm, Monday to Friday (term time only). The Council hopes that a School Street at this location will help reduce the impact of parent vehicles on residents of St Albans Grove.
Vehicles will not be able to enter the School Street during this time unless they have been given an exemption. Residents and businesses of St Albans Grove would be entitled to register for a free exemption (Blue and Purple Badge holders would be exempt without requiring registration for an exemption).
If implemented, the Council is proposing to begin the scheme at the start of the new school year in September 2025. Physical barriers operated by school staff would be used from 8.00am and 8.45am and between 3.15pm and 4.00pm, Monday to Friday (term time only) to prevent non-exempt vehicles from entering the closed street. Signs illustrating the closure times would be placed at the relevant junctions as the above map indicates. Satellite Navigation system operators would be informed of the changes if implemented.
