Housing Management - E-bike, E-scooter and Mobility Scooter Policy
Overview
Kensington and Chelsea Council's Housing Management Mobility Scooter, E-Bike and E-Scooter Policy sets out our approach to managing the fire, health and safety risks associated with mobility scooters, e-bikes, e-scooters, and other battery-powered vehicles within residential buildings. The policy aims to keep communal areas, escape routes, and shared spaces clear from obstructions and fire hazards, while balancing resident independence and accessibility needs. It outlines the responsibilities of residents, the Council’s enforcement powers, and the circumstances in which scooter storage solutions or alternative housing arrangements may be considered.
The main changes within the updated policy include the formal inclusion of e-bikes and e-scooters, alongside strengthened guidance on their safe charging, storage, and maintenance. Residents are required to follow manufacturer guidance at all times and use only manufacturer-approved charging equipment and cables that meet recognised UK safety standards. The policy also makes clear that e-bikes, e-scooters, mobility scooters, and similar motorised vehicles must not be stored, parked, or charged in communal areas due to the significant fire and safety risks they pose.
