Housing Management - Garage Licence Review
Overview
Housing management has over 300 garages on our housing estates which are leased to Council housing tenants, leaseholders, and residents in the borough. Those renting a garage have a licence agreement setting out their responsibilities and responsibilities of the Council.
We are undertaking a review of garage licences in order to:
- ensure consistency in garage licences.
- ensure garage licences are as clear and understandable as possible.
- make it clear what you are, and are not, responsible for.
- see if we can allow for reasonable and safe personal storage.
The review of garage licences will not impact on the fees paid to rent garages from the Council. You can find more information on parking on housing estates, including the cost of garage rent on the Council's website.
This review goes alongside a physical review of our garages.
What is a garage licence?
A garage licence:
- sets out your responsibilities as the person renting the garage – what you can and can’t do with the garage.
- sets out our responsibilities as the organisation offering the garage.
- explains how to pay, what to do if you have an issue and how to end your licence.

Garage Licence Responsibilities
You will:
- Pay the licence fee in advance on Monday of each week.
- Not assign the garage to someone else, sublet or share use of the licence.
- Only use the garage for the purpose of parking one vehicle you own and/or for reasonable personal storage.
- Only carry out simple maintenance work on your vehicle, major repairs are prohibited.
- Not use the garage for any other purpose other than the points listed above.
- Not to make any unauthorised changes to the garage.
- Not use the garage for anything immoral, illegal, or anything which might otherwise cause a nuisance or disturbance to your neighbours.
- Not use the garage to store any dangerous or hazardous materials.
- Not block access to the garage and keep the forecourt clear.
- Inform us immediately if there are any issues, damage to the garage or electrical fittings.
We will:
- Set out the licence fee in the agreement.
- Give 28 days' notice if we need to vary the licence fee.
- Keep the garage in a reasonable state of repair.
- Retain the right to enter and inspect the garage at all times, without giving notice.
- Complete repairs that are formally reported, in a reasonable timescale, and carry out emergency repairs if there is a belief that there is a clear risk of danger.
