Pet Policy
Overview
The Royal Borough of Kensington and Chelsea is reviewing its Pet Policy and is inviting residents to share their views, The updated policy aims to support responsible pet ownership, protect animal welfare, and ensure that our neighbourhoods remain safe, clean and enjoyable for everyone. It sets out expectations for pet care and behaviour, guidance for keeping pets in council housing, rules for using shared and public spaces, and approaches for managing noise, nuisance and safety concerns.
Key updates to the policy include:
Revised criteria applying to assistance dogs - The policy now reflects updated criteria for recognising assistance dogs, ensuring alignment with national standards.
Emotional support animals - They are not subject to the same conditions as registered guide dogs, allowing for more flexible consideration. These will be assessed on a case-by-case basis.
Mandatory microchipping of cats - All cats within council-managed properties must now be microchipped, supporting responsible pet ownership and traceability.
Extended rehoming period - Where pet ownership permission is not granted, the timeframe for rehoming has been extended from 14 to 28 days to support compliance and reduce distress.
XL Bully breed inclusion - XL Bully dogs have been added to the banned breeds list, in line with legislative changes introduced in 2023.
Expansion of exotic pets section - The policy now includes mention of small animals.
