We asked for residents views on the darft Housing Management Safeguarding Policy. The policy has also been reviewed with colleagues from Adult Social Care, Children Services and an external training company.

You said

The consultation took place between 10 March and 20 April 2025. A copy of the draft policy was published via the Council’s Consultation and Engagement Hub.  A total of five responses were received via the online survey, 15 residents attended the online session, and officers also engaged 28 residents via attending charity events sessions.

We did

As a result of the resident feedback from the consultation, the policy has been changed as follows:

  • Information about the Local authority designated officer (LADO) has been added.
  • A statement was added statement about DBS checks for volunteers.
  • Links were made to the Anti-Social Behaviour Policy.
  • Clarification and definitions were added around types of child abuse.
  • A new Prevention section was added
  • Included reference to Local Safeguarding Partnership and a link to Safeguarding Adults Executive Board.

The Policy has now been adopted.

Overview

The Housing Management Safeguarding Policy is currently under review, as the existing version was published in 2019 and requires an update. Kensington and Chelsea Council has proposed several changes, summarised below, and we are seeking residents' feedback through a survey to further refine and improve the policy.

Safeguarding adults and children is both a statutory duty and a key priority for Kensington and Chelsea Council. The Housing Management Safeguarding Policy provides a framework to protect vulnerable individuals, promote well-being, and prevent abuse and neglect.

Key Updates to the Policy

  • Improved Structure: Sections have been reorganised for better clarity and flow.
  • Refined Language: Adjustments to align with formal policy language.
  • Consistent Terminology: Replacing "We" with RBKC throughout the document.
  • Streamlined Abuse Definitions: The Types of Abuse section has been made more concise and updated to reflect current guidance.
  • Updated References: Linked documents have been replaced with the most recent versions.
  • New Content:
    • A dedicated section on Suicide Prevention.
    • Additional guidance on the Mental Capacity Act.
    • Contact details for reporting safeguarding concerns.
    • Clarification on who from Housing Management attends the Safeguarding Adults Board.
    • Inclusion of a Related Documents section for ease of reference.
