Overview

Silchester Estate is set to benefit from a multi-million pound programme of improvement works to the external fabric, and internal areas, of the four tower blocks on the estate. In preparation for the works starting (expected February 2022), Kensington and Chelsea Council is currently preparing to put out an ‘invitation to tender’ to contractors. This is when companies bid to win the contract to carry out the programme of improvement works.

It is a Government-mandated requirement for large-scale public-sector procurement processes such as this, to question and mark potential contractors on how they will bring about social, economic, or environmental benefits to a local area through their work. This is called “Social Value”.

Social Value actions taken by a contractor could include: creating opportunities for disadvantaged groups, delivering sustainable and healthy communities, implementing actions that help reduce the impact on the environment, or upskilling the workforce and providing job opportunities.

Why your views matter

As Kensington and Chelsea begins its recovery from the pandemic, employment is a strategic priority for the Council. As such, all contractors, as part of their Social Value commitments will be expected to create employment and upskilling opportunities – particularly for local Silchester Estate residents.

However, beyond that, we want residents to help us prioritise what social, environmental or economic benefits to request from contractors when they bid.

This survey will allow you to rank project suggestions that come from existing Silchester residents and internal Council officers. It will also allow you to suggest any additional project ideas to improve the estate.
