Overall, responses were supportive of the SPD and its aims. Consultees, including the Metropolitan Police, Historic England, Natural England and the Port of London Authority, agreed with its approach and standards. Some comments suggested changes to specific sections.
We did
We made updates where appropriate, including:
- adding references to key guidance (e.g. Threat, Vulnerability and Risk Assessment (TVRA), Building Regulations for doors and windows, Secured by Design);
- revising sections on historic context, physical protection, landscaping, lighting, CCTV and streetscape;
- adding more detail on anti-social behaviour, inclusivity, community engagement, monitoring, and maintenance.
The SPD was adopted on 27 March 2026.
Overview
The Council is consulting on its Draft Designing Out Crime Supplementary Planning Document (SPD), which supports its priorities for a safer Kensington and Chelsea as outlined in the Council Plan (2023–27) and Community Safety Plan (2022). The SPD provides guidance for architects, developers, and planners to integrate crime prevention and anti-social behavior (ASB) mitigation into the design process for all new developments.
The consultation runs from 28 November 2024 to 23 January 2025.
