Overview

The Council has received requests from residents for an on-street cycle hangar unit in Lower Addison Gardens. Residents living in flats experience particular difficulty storing bicycles at home and much existing cycle parking on-street does not offer high levels of security. The proposal is to introduce one secure cycle hangar unit outside the flank wall of 168 Holland Road situated in Lower Addison Gardens, partially reusing a Car Club bay that is no longer required by the operator.

Each on-street cycle hangar unit provides space for six residents’ bicycles. The spaces are rentable at a cost of £72 per year and would be available for rent on a first come, first served basis.

Why your views matter

We are seeking your views on reusing a Car Club bay (measuring 5 metres (16ft)) that is no longer required. The proposal has five components:

A. Conversion of two metres (7ft) of double yellow line to a cycle hangar bay outside the flank wall of 168 Holland Road situated in Lower Addison Gardens. 

B. Conversion of one metre (3ft) of Car Club bay (No. 223) to a cycle hangar bay outside the flank wall of 168 Holland Road situated in Lower Addison Gardens.

C. Conversion of four metres (13ft) of Car Club bay (No. 223) to Pay-by-phone visitor parking (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) outside the flank wall of 168 Holland Road situated in Lower Addison Gardens.

D. Conversion of one metre (3 ft) of Pay-by-phone visitor parking (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) to single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No. 28 Lower Addison Gardens

E. Conversion of three metres (10ft) of Pay-by-phone visitor parking (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) to residents’ parking outside No. 28 Lower Addison Gardens

F. Conversion of two metres (7ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) to residents’ parking, outside No. 4 Lower Addison Gardens.

The cycle hangar would partially replace an existing Car Club Bay, is which is no longer needed by the scheme operator, measuring five metres in length.  The rest of the Car Club bay would be converted to Pay-by-phone visitor parking and the bank of four Pay-by-phone bays would be relocated to utilise the new space, leaving four metres of Pay-by-phone visitor parking bay which can be converted to one metre (3 ft) of single yellow line (to provide a delineation between the visitor parking and residents’ parking bays) and three metres (10ft) of residents’ parking.

The residents’ bay is currently 90 metres (295 ft) long with space for 18 vehicles. Adding five metres to this bay will increase the bay to 95 metres (312ft) and increase the capacity by one vehicle to 19 vehicles. This residents’ bay had average occupancy levels of 78 per cent (4 spaces free) on weekday afternoons and 95 per cent overnight (1 space free) on weekdays, in the most recent parking occupancy survey in September 2018.
