Whether advisory cycle lanes should be introduced on Fulham Road and the eastern and western sections of Kensington High Street.

You said

We had 1,775 responses to the consultation. Around 66 per cent of respondents to the consultation supported the measures in full or in part for Kensington High Street. On Fulham Road, around 71 per cent supported the measures in full or in part.

We did

A decision has been confirmed to introduce the scheme in both roads but with an amendment to extend the width of the lanes to two metres wherever possible. This was a recommendation made in a road safety audit.

Work to introduce the Kensington High Street scheme is scheduled to begin on 14 August 2023. The work will take place across three nights, weather permitting, between 9pm and 6am. During the works, we will attempt to keep disruption to a minimum but some minor traffic disruption is likely for a short period. We may also need to temporarily suspend some parking bays in order to complete the works. 

A timeline for Fulham Road will be confirmed at a later date.

Overview

Enabling more walking and cycling is part of the Council Plan commitment to a Greener Kensington and Chelsea. Making such trips safer and more convenient is one way to improve our air quality, reduce traffic congestion, and work towards our goal for the borough to be carbon neutral by 2040.

We are consulting on providing advisory cycle lanes on Fulham Road and the eastern and western sections of Kensington High Street.  Advisory cycle lanes are indicated by a broken (dashed) painted white line and may be used by vehicles other than pedal cycles when clear of pedal cycles.  Although the proposals do not involve any changes to waiting or loading restrictions, the Highway Code advises that drivers should not drive or park in an advisory cycle lane marked by a broken white line unless it is unavoidable.

Why your views matter

We're interested in your views on our proposals to introduce advisory cycle lanes on Fulham Road and the western and eastern sections of Kensington High Street. Your comments will help us decide whether to implement the proposals.
The proposals exclude sections of Fulham Road and Kensington High Street maintained by Transport for London.   

Fulham Road

The proposals include:

  • Introduction of ‘with-flow’ advisory cycle lanes measuring 1.5m in width on both sides of the road where carriageway widths allow.
  • Cycle symbols to guide cyclists into the main carriageway lane when buses are waiting at bus stops or where carriageway widths do not permit a cycle lane.
  • Introduction of advanced stop lines at the junctions with Selwood Terrace/Old Church Street/Fulham Road, Sydney Street/Fulham Road and Sydney Place/Pond Place/Fulham Road. 
  • Removal of the right-turning waiting pocket for vehicles turning right into Nightingale Place

No changes are currently being proposed at the junction of Beaufort Street/Drayton Gardens/Fulham Road as this area is subject to a separate junction upgrade scheme, to be completed this summer.

Kensington High Street

Western Section (from Addison Road to Earl’s Court Road)

The proposals include:

  • Introduction of ‘with-flow’ advisory cycle lanes measuring 1.5m in width on both sides of the road.
  • Cycle symbols to guide cyclists into the main carriageway lane when buses are waiting at bus stops or where carriageway widths do not permit a cycle lane.
  • New lane marking dividing the two eastbound vehicle lanes in the section of Kensington High Street between Addison Road and St Mary Abbot’s Place.
  • Proposed dropped kerb to the west of the entrance to Holland Park, to allow east-bound cyclists onto a proposed short section of shared-use footway to enable access to the Holland Walk pedestrian and cycle path, and Phillimore Walk.  

Eastern Section (from Kensington Palace Gardens to Queen’s Gate)

The proposals include:

  • Introduction of ‘with-flow’ advisory cycle lanes measuring 1.5m in width on both sides of the road where carriageway widths allow.
  • Cycle symbols to guide cyclists into the main carriageway lane when buses are waiting at bus stops or where carriageway widths do not permit a cycle lane.

What happens next?

A Key Decision report detailing the results of the consultation will be presented to the Lead Member for Planning, Place and Environment, who will then make a decision on whether the proposed changes should be implemented.
